This achievement is hard-won in the face of the ups and downs of the new crown pneumonia epidemic, changes in the international situation, and poor shipping logistics. However, it should also be noted that the problems restricting the development of my country's foreign trade are still prominent, and concrete measures still need to be taken to ensure the stability and smoothness of the foreign trade industry chain and supply chain.
The current situation facing foreign trade is complex and severe, and the triple pressures of shrinking demand, supply shock and weakening expectations mentioned at the Central Economic Work Conference are still prominent. From the perspective of demand contraction, the global epidemic is still ups and downs, and the economic recovery momentum is not stable. The contraction of monetary policies in major developed economies has magnified the uncertainty of the external demand market; from the perspective of supply shocks, the supply chain bottlenecks of raw materials and bulk commodities have not only not eased, but have also intensified under the influence of regional conflicts and other factors; Look, problems such as lack of cabinets, labor shortages, and high costs continue to plague foreign trade companies.
Since the beginning of this year, a series of measures have been actively introduced from the central to local governments to solve the difficulties and blockages of the foreign trade industry chain and supply chain. Help small, medium and micro foreign trade enterprises to prevent risks, reduce costs and increase vitality. In response to the actual difficulties of small, medium and micro foreign trade enterprises, the Ministry of Commerce will work together with relevant departments to make efforts to advance. For example, the General Office of the Ministry of Commerce issued the "Notice on Making Good Use of the Service Trade Innovation and Development Guidance Fund to Support the Development of New Business Formats and New Models of Trade", encouraging localities to make good use of service trade funds and other direct financing means, and promoting the cooperation between financial credit insurance institutions and service trade funds. Financial service innovation will ease the financing problems of export-oriented SMEs. For another example, the Guangzhou Bureau of Commerce took the lead in introducing several measures to promote the smooth flow of foreign trade supply chains, and proposed 13 policies and measures to directly meet the needs of enterprises, so as to ensure the efficient and smooth operation of foreign trade import and export. Shanghai has introduced policies to further stabilize foreign trade from four aspects: reducing the burden on import and export enterprises, expanding import and export channels, developing diversified markets and optimizing the business environment.
At present, affected by repeated global epidemics, regional conflicts, etc., personnel exchanges and port operations are not smooth, and problems in the global industrial chain and supply chain are very prominent. Next, further measures should be taken to stabilize foreign trade.
First, we must increase efforts to stabilize market players. Further play the supporting role of export credit insurance and export credit for foreign trade enterprises, improve the ability of enterprises to cope with the risk of exchange rate fluctuations, improve the level of trade facilitation, and effectively relieve the difficulties of foreign trade enterprises. At the same time, accelerate the development of new formats and models of foreign trade, and further leverage the leading role of export channels such as cross-border e-commerce and overseas warehouses.
Second, ensure the stability and smoothness of the foreign trade industry chain and supply chain. High-quality cultivation of various platforms such as foreign trade transformation and upgrading bases, national processing trade industrial parks, and national import trade promotion innovation demonstration zones. To implement the unblocked foreign trade action, the relevant departments will work together to unblock international logistics, promote the direct connection between shipping enterprises and small, medium and micro foreign trade enterprises, and continue to promote smooth settlement.
Again, further develop diversified markets. Give full play to the role of the unimpeded trade working group, maintain the multilateral trading system, make good use of the signed free trade agreements, and guide enterprises to accurately explore the international market. Elaborately organize various online and offline exhibitions, increase publicity on national-level international marketing service public platforms, and better play the role of important exhibitions and open platform services to smooth domestic and international dual circulation.
With the certainty of the policy, it helps foreign trade enterprises to cope with external uncertainties, and helps them climb the slopes and move forward steadily. It is believed that with the implementation of a series of policy measures, the resumption of work and production of enterprises will be further accelerated, and the industrial chain and supply chain are expected to be further stable and smooth.
